The Water Conservation Program provides practices, techniques, and technologies that help reduce the consumption of water, reduce the loss or waste of water, improve the efficiency in the use of water, and increase the recycling and reuse of water for the ultimate purpose of making available a water supply for future or alternative uses.

The City code of Sect 31-141.15 Water Conservation and Drought Contingency Ordinance stated the regulations to establish procedures for identifying and responding to a water supply emergency minimizing and risks to public health and safety, preserving essential public services, and minimizing any adverse impacts of a water supply emergency on the residents and economic well-being city.
